Online Gambling in Uzbekistan: New Procedure for Organizing and Conducting

On July 7, 2025, a new regulation came into force in Uzbekistan governing the organization and conduct of gambling on the Internet. The document was developed in accordance with the Law "On Licensing, Permitting and Notification Procedures" and Presidential Decree No. PD-68 dated April 19, 2024.

The regulation is aimed at:

  • creation of a legal and regulated online gambling market;
  • ensuring the protection of the rights of participants;
  • combating money laundering, terrorist financing and other illegal activities;
  • control over technical security and transparency of online games.

Basic Provisions

1. Who can be an organizer?

A resident of Uzbekistan - a legal entity that has received the appropriate license - can act as an organizer of online gambling. Activities can only be carried out through the domain specified in the license.

2. Electronic platform

Each organizer must have an integrated electronic platform that:

  • identifies players remotely;
  • maintains a register of rates and payments through the Unified State Register;
  • displays information about games and conditions of participation;
  • is protected from unauthorized access.

3. Relationships with players

Before the game begins, an agreement is concluded, which specifies:

  • conditions of identification and denial of access;
  • risks of participation in games;
  • age and other restrictions;
  • the procedure for refunding funds and paying out winnings;
  • rules of responsible gaming.

The player is required to undergo digital identification in accordance with the approved procedure. Participation of minors, as well as persons included in the prohibited registers, is prohibited.

Restrictions and prohibitions

The organizers are not entitled to:

  • use unverified software;
  • offer loans or installments for participation in the game;
  • work with cash;
  • attract prohibited categories of citizens to the game;
  • carry out activities in violation of the terms of the license.

Responsible Gaming

The organizers are obliged to:

  • post warnings about the risks of participation;
  • monitor player behavior and restrict access if there are signs of addiction;
  • block accounts of players included in prohibited lists;
  • conduct a platform security audit.

Technical requirements

Hardware and software must be:

  • certified in laboratories recognized in Uzbekistan;
  • integrated with the state accounting system;
  • protected from external interference and unauthorized modifications.

Public information on the platform

The organizer's electronic platform must contain the following:

  • information about the organizer, contact details;
  • license;
  • internal documentation on payments and conditions of participation;
  • warnings about prohibitions and risks.

Liability

For violation of the regulation, the organizers and other persons involved shall be liable in accordance with the procedure established by the legislation of Uzbekistan.

 

Unified State Register of Bets and Players in Uzbekistan: Digital Control over Gambling

In order to increase the transparency, regulation and security of gambling activities in Uzbekistan, a new Regulation on the Unified State Register of Bets and Players (USRBI) has been adopted. The document was adopted as part of the implementation of Presidential Decree PD-68 of April 19, 2024 and Cabinet of Ministers Resolution No. 814 of December 6, 2024. The Regulation entered into force on July 7, 2025.

What is USRBI?

USRBI is an information system designed for centralized accounting of bets, players and operations related to gambling (including lotteries and bookmaking). The registry is maintained by the operator - UZINFOCOM LLC, while the registry is formed in digital format and includes technical infrastructure, as well as a special clearing unit.

Main components of the system

The Unified State Register of Real Estate includes the following registers:

  1. Player registry – collection and storage of personal data of players.
  2. Register of restrictions – a list of restricted categories of persons and established limits.
  3. Transaction register – a record of all financial transactions related to bets.
  4. Payout register – information about winning payouts.

 

The purposes of creating the registry

  • Centralized financial accounting and control of operations;
  • State supervision of activities in the field of gambling;
  • Protecting the rights of players and investors;
  • Prevention of illegal activities, including money laundering;
  • Prevention of gaming addiction.

 

Control and interaction mechanisms

The register is maintained by an operator who:

  • ensures cybersecurity;
  • integrates the system with government databases;
  • stores data for at least 5 years;
  • provides technical access to the authorized body - the National Agency for Perspective Projects.

Players:

  • Must be over 18 years of age;
  • Should not be included in "black lists" (terrorists, gambling addicts, etc.);
  • Can set their own participation limits;
  • Can apply for self-exclusion (from 6 months to 5 years).

 

Financial transactions through the clearing house

The register includes a clearing house, which:

  • opens virtual accounts for players and organizers;
  • ensures settlements and payment of winnings;
  • maintains records of obligations for each participant;
  • prohibits any third-party transactions with funds;
  • have the right to write off fines without consent in case of violations.

 

The principle of "responsible gaming"

The Register supports the mechanism of responsible participation:

  • Monthly limits are set for deposit replenishment;
  • Players can increase the limit, but not more than 10% of their average monthly income;
  • Incomes are verified through the Electronic Government system;
  • When self-excluded, the player is automatically banned from all platforms.

 

Interaction with gambling operators

  • Organizers are required to integrate their platforms with the Unified State Register of Real Estate;
  • All bets and transactions are transmitted to the registry in near real time;
  • Violations of the regulations will result in suspension of service.

 

The adoption of the regulation on the Unified State Register of Legal Entities is an important step towards creating a transparent, safe and controlled gaming market in Uzbekistan. The system ensures the protection of citizens, prevents abuses and strengthens state control. In the long term, this can contribute to the sustainable development of the gaming industry and the reduction of socio-economic risks.

 

List of persons prohibited from participating in gambling,

lotteries and bookmaker bets in Uzbekistan

On July 7, 2025, a regulatory act under number 3642 was officially registered in Uzbekistan, approving the list of categories of citizens and foreigners who are prohibited from participating in gambling, online lotteries and bookmaker bets. The document was issued in accordance with a number of key laws and decrees, including Presidential Decree PD-68 of April 19, 2024, aimed at improving the regulation of gambling in the country.

Basis for adoption

The new document became a logical continuation of the reforms initiated by the government of Uzbekistan in the sphere of gambling regulation, in particular online lotteries and bookmaking. The main goal was to strengthen control, social protection of vulnerable groups of the population, as well as ensuring security and law and order.

Who was blacklisted?

According to the approved list, participation in gambling is prohibited for the following categories of persons:

  1. Persons recognized by the court as incompetent or with limited legal capacity.
  2. Persons registered in the Unified Register of Social Protection system, as well as their family members.
  3. Persons included in the so-called “notebooks” – “Iron Notebook”, “Youth Notebook” and/or “Women’s Notebook”.
  4. Minors (persons under 18 years of age).
  5. Law enforcement officers and security forces, including the prosecutor's office, internal affairs agencies, the National Guard and the customs service.
  6. Military personnel of all categories.
  7. Employees and workers of security units during the performance of official duties.
  8. Employees of the National Agency for Perspective Projects of Uzbekistan, responsible for regulating this area.
  9. Foreign citizens, in relation to whom foreign states have sent an official request through the Ministry of Foreign Affairs of Uzbekistan to prohibit the participation of their citizens in gambling organized on the territory of the country.

This list came into force on the day of its official publication. It is mandatory for all organizers of gambling, online lotteries and bookmaking platforms operating in the territory of the Republic of Uzbekistan.

The measures taken demonstrate Uzbekistan's systemic approach to regulating gambling activities. Particular attention is paid to protecting socially vulnerable groups, as well as strengthening state discipline and law and order. It is expected that the restrictions introduced will help reduce the risks of gambling addiction and prevent possible abuses in this area.
