Subtypes of licensed activities:

a) design of high-risk facilities and potentially hazardous industries;

b) construction of high-risk facilities and potentially hazardous industries;

c) operation of high-risk facilities and potentially hazardous industries.

Documents submitted to obtain a license:

a) an application in a standard form.

application shall contain the following information: the name and legal form of the legal entity, its postal address, place of business, name of the bank institution and bank account, telephone number, TIN, email address (if any), reason for completing the application (obtaining a new license, re-registration), consent of the license applicant to comply with the licensing requirements and conditions;

b) a list of employees involved in the design, construction and operation of high-risk facilities and potentially hazardous industries, indicating the positions they hold, the specialty they hold according to their educational diploma, the length of service in their specialty, and a list of the main facilities in the design or construction of which these employees participated;

c) a document confirming the right of ownership or other property right to protective equipment and technical means necessary for the design, construction and operation of hazardous facilities and potentially hazardous industries;

d) the license applicant (licensee) is obliged to submit the relevant certificate for the industry of at least 1 specialist employed at the main place of work;

e) a contract and policy of compulsory civil liability insurance for damage to life, health and (or) property of other persons and the environment in the event of an accident at a hazardous production facility during the operation of high-risk facilities and potentially hazardous production facilities.

c) in the area of operation and repair of railway, as well as combined bridges and tunnels - a brief description of the equipment, tools, inventory, mechanization equipment, transport, control and measuring devices and signaling equipment;

d) the license applicant (licensee) is obliged to submit the relevant certificates of full-time employees.

c) characteristics of technical equipment required to perform work at height using industrial mountaineering methods.

The amount of the fee paid for consideration of the application:

1 basic calculation unit (BCU), i.e. 375,000 sum (approximately 30 US dollars)

License requirements and conditions:

DESIGN:

a) mandatory compliance with the legislative acts of the Republic of Uzbekistan in the field of design, established urban planning norms and rules, and state standards;

b) the presence on the staff of a legal entity of at least 10 specialists, including a director, 3 chief project engineers, 1 chief project architect, 1 technologist, 1 designer, with higher education in this field and more than 5 years of experience in design, working in this organization at their main place of work, 4 specialists with higher or secondary specialized, professional education, working at their main place of work or part-time, of which at least 1 chief project engineer and chief project architect must have the appropriate certificates;*

FOR CONSTRUCTION AND OPERATION:

c) mandatory compliance with the requirements of the legislation of the Republic of Uzbekistan on urban planning, labor protection, environmental protection, subsoil, industrial safety, relevant state standards, urban planning norms and rules;

d) the presence of at least 10 specialists, including at least 5 specialists (depending on the type of facility), such as a chief engineer, chief power engineer, head of the technical production department, construction clerk (foreman), fitter, occupational health and safety specialist, internal controller - with higher education in the relevant field and more than 3 years of work experience at their main place of work in this organization, the remaining 5 specialists - with higher or secondary specialized, vocational education at their main place of work or part-time, such as an electrician, ecologist*;

e) the presence of a relevant certificate in the industry for at least 1 specialist at the main place of work, as well as the presence of engineering equipment and the necessary technical means in the legal entity.*

For energy facilities (a certificate is not required), a certificate of passing a test of knowledge of the rules for the technical operation of electrical installations and safety rules for the operation of electrical installations is required.

The licensing authority independently receives information about the work books of the licensee’s employees from the interdepartmental software and hardware complex “Unified National Labor System;

f) the existence of an agreement and a valid insurance policy for compulsory civil liability insurance for damage to life, health and (or) property of other persons and the environment in the event of an accident at a hazardous industrial facility during the operation of high-risk facilities and potentially hazardous production facilities*.

FOR DESIGNING BRIDGES AND TUNNELS:

a) mandatory compliance with the legislation of the Republic of Uzbekistan in the field of designing bridges and tunnels, established urban planning norms and rules, and state standards;

b) the presence on the staff of a legal entity of 15 specialists, including a director, at least 3 chief project engineers, 1 chief project architect, 2 technologists, 2 designers with higher education in this field and more than 5 years of experience in design, working in this organization at their main place of work, 7 specialists with higher or secondary specialized, professional education, working at their main place of work or part-time, of which at least 1 chief project engineer and chief project architect must have the appropriate certificates;

FOR THE CONSTRUCTION AND REPAIR OF BRIDGES AND TUNNELS:

c) mandatory compliance by the licensee with the requirements of labor protection and safety regulations, ensuring the quality of construction and repair work, and operational reliability;

d) the presence on the staff of a legal entity of 10 specialists with higher education in this field and experience in construction and installation works for at least three years, including at least 7 employees (chief engineer, head of the technical production department, clerk in construction (foreman), installer, concrete worker, specialist in labor protection and safety, construction foremen) at the main place of work in this organization, as well as the presence of 3 specialists: a site manager, an internal controller, a welder, an engineer of the technical production department at the main place of work or part-time, of which the engineer and the internal controller must have the appropriate certificate;*

e) the license applicant has fixed assets and technical means necessary for the construction and repair of bridges and tunnels (buildings, industrial premises, special construction and repair equipment).

The licensing authority independently receives information about the work books of the licensee's employees from the interdepartmental software and hardware complex "Unified National Labor System".   

a) the presence on the staff of the license applicant (licensee) of at least two specialists who have documents on the licensed type of activity (certificates, certificates of special training), who have at least three years of practical work experience using skills in performing repair and construction and installation work at height using industrial mountaineering methods;*

b) the license applicant (licensee) has the equipment and gear necessary to perform repair and construction work at height using industrial mountaineering methods, as well as other special technical means that ensure compliance with occupational health and safety standards.

Additional authorities approving issuing the license:

Inspectorate for Control of Mining, Geological and Industrial Safety under the Ministry of Mining and Geology of the Republic of Uzbekistan;

Inspectorate for Control over the Use of Electricity, Oil Products and Gas under the Ministry of Energy of the Republic of Uzbekistan;

Ministry of Ecology, Environmental Protection and Climate Change.

*) Requirements and conditions related to a serious violation.

When submitting an application for licensing of project activities, a questionnaire for obtaining a conclusion from the approval authorities is not sent.

A license applicant whose license has been revoked by a court order as a result of failure to comply with the requirements and conditions of the license is prohibited from obtaining a license for other subtypes licensed activity within one year from the date of entry into force of the judicial act.

The presence of a chief project architect and chief project engineers within the organization is determined by the nature of the work being performed.

*) Requirements and conditions related to a serious violation.

A license applicant whose license has been revoked by a court order due to failure to comply with the requirements and conditions of the license is prohibited from obtaining a license for other types of licensed activities for one year from the date the court order enters into legal force.
