On July 10, 2025 the Uzbek Law "On registration of citizens of Uzbekistan, foreign citizens and stateless persons at the place of residence and place of stay" No.ZRU-1074 was adopted. The new law systematized the procedure for registering the population, defined mechanisms for interaction between government agencies and introduced modern digital registration tools.
The purpose of the law is to ensure the implementation of constitutional right to freedom of movement, choice of place of stay and residence, as well as the regulation of migration registration. At the same time, the law establishes that registration is not of a permissive nature and the absence of registration does not limit the rights of citizens, unless otherwise provided by law.
The adoption of the new law was a step towards creating a transparent, digital and less formalized population registration system. It takes into account modern migration realities, protects the rights of citizens and foreigners and simplifies administrative procedures.

For foreigners permanently residing in Uzbekistan, a procedure similar to that for citizens of the country has been established, but with the use of a residence permit or identification card. For those temporarily staying, registration at the place of stay is mandatory through "E-xabar berish" or "E-mehmon" system.
Digitalization of processes
The law integrates registration procedures with automated systems and interdepartmental data exchange. This allows for the application review period to be reduced to one working day and the bureaucratic burden to be reduced.
