Legal regulation of registration of citizens, foreign citizens and stateless persons

On July 10, 2025 the Uzbek Law "On registration of citizens of Uzbekistan, foreign citizens and stateless persons at the place of residence and place of stay" No.ZRU-1074 was adopted. The new law systematized the procedure for registering the population, defined mechanisms for interaction between government agencies and introduced modern digital registration tools.

The purpose of the law is to ensure the implementation of constitutional right to freedom of movement, choice of place of stay and residence, as well as the regulation of migration registration. At the same time, the law establishes that registration is not of a permissive nature and the absence of registration does not limit the rights of citizens, unless otherwise provided by law.

The adoption of the new law was a step towards creating a transparent, digital and less formalized population registration system. It takes into account modern migration realities, protects the rights of citizens and foreigners and simplifies administrative procedures.

The law defines key terms in detail:

  • Place of residence is a residential premises where a person permanently or predominantly resides.
  • Place of stay - temporary residence outside the place of permanent registration.
  • Registration systems - "Manzil"/”Address” (registration at the place of residence), "E-xabar berish"/E-notification” and "E-mehmon"/”E-visitor” (registration at the place of stay).

Registration terms and procedure

  • Citizens of Uzbekistan are required to register within 10 working days after changing their address.
  • Foreigners and stateless persons permanently residing abroad - within 3 working days after entry to Uzbekistan (unless otherwise provided by international treaties).

Registration is carried out both in the departments of the Ministry of Internal Affairs and government service centers, and online through the Unified Portal.

Features for certain categories of persons

  • Minors are registered at the address of their parents or guardians.
  • For persons staying in hotels, sanatoriums and hospitals, registration is carried out through the “E-mehmon” system on a notification basis.
  • When registering children at the place of residence of their parents, the consent of the owner of the property is not required.

Cancellation of registration

Registration can be cancelled:

  • when moving to a new address;
  • at the request of the owner in the absence of kinship or property rights;
  • by court order (for example, in the event of loss of the right to use housing).

Registration of foreign citizens

For foreigners permanently residing in Uzbekistan, a procedure similar to that for citizens of the country has been established, but with the use of a residence permit or identification card. For those temporarily staying, registration at the place of stay is mandatory through "E-xabar berish" or "E-mehmon" system.

Digitalization of processes

The law integrates registration procedures with automated systems and interdepartmental data exchange. This allows for the application review period to be reduced to one working day and the bureaucratic burden to be reduced.

Registration at the place of residence is a mandatory migration registration procedure, which is subject to foreign citizens and stateless persons who have received the right to permanent residence in Uzbekistan. It confirms the legality of residence and provides access to social, medical and administrative services.

REGISTRATION OF FOREIGN CITIZENS AND STATELESS PERSONS AT THE PLACE OF STAY

Even if they have permanent registration at their place of residence, foreign citizens and stateless persons are required to register at their place of stay if they are temporarily outside their permanent address. The procedure for this is established by the Uzbek Law No. ZRU-1074 dated July 10, 2025.

ISSUANCE OF A PERMANENT RESIDENCE PERMIT IN UZBEKISTAN

FOREIGNERS AND STATELESS PERSONS

A permanent residence permit is a key document that gives foreign citizens and stateless persons the right to permanently live, work and enjoy social guarantees in Uzbekistan. For those who live outside the country, the procedure for obtaining a permit has its own specifics related to the submission of documents and interdepartmental checks.

1. Who can apply?

  • Foreign citizens who have permanent residence in other countries.
  • Stateless persons officially registered outside of Uzbekistan.

2. Conditions of receipt

  • Availability of legal grounds for permanent residence (family ties, employment contract, investment, qualifications).
  • No ban on entry into Uzbekistan.
  • Compliance with health and safety legislation.

3. Where to apply

  • Diplomatic missions or consular offices of Uzbekistan in the country of residence.
  • The Ministry of Internal Affairs of Uzbekistan - if the applicant is temporarily in the country.

4. Package of documents

CANCELLATION OF REGISTRATION OF FOREIGN CITIZENS AND STATELESS PERSONS AT THEIR PLACE OF RESIDENCE

Cancellation of registration means the removal of a foreign citizen or stateless person from the register at his/her permanent residence address in Uzbekistan. This procedure is carried out in cases established by law and entails changes to the migration databases of the Ministry of Internal Affairs.

1. Grounds for cancellation of registration

1.1. By decision of the internal affairs bodies

  • Registration at a new place of residence.
  • Personal statement of a foreigner or stateless person.
  • A written statement from the owner of the property (if the foreigner does not have property rights and is not related to the owner).
  • Departure for permanent residence outside of Uzbekistan.

1.2. By court decision

  • Loss of the right to use residential premises.
  • Eviction based on a court decision.
  • Recognition of registration as illegal (for example, when forged documents are discovered).

1.3 Automatic cancellation

  • Death of a foreign citizen (based on civil registry office data).
  • Deregistration of minors together with parents/guardians.

2. Cancellation procedure

  1. The initiator is the foreigner himself, the owner of the property, the Ministry of Internal Affairs or the court.
  2. Submitting an application to the Migration and Citizenship Department of the Ministry of Internal Affairs.
  3. Provision of documents:
    • Passport or travel document.
    • Housing documents (if submitted by the owner).

REGISTRATION OF FOREIGN CITIZENS AND STATELESS PERSONS TEMPORARILY RESIDING IN UZBEKISTAN

Foreign citizens and stateless persons who permanently reside outside of Uzbekistan but temporarily enter Uzbekistan ( i.e. tourists, guests on business trips, etc.) are required to register at their place of stay. This requirement is established by the Uzbek Law No.ZRU-1074 dated July 10, 2025 and is aimed at controlling migration processes.

  • Regardless of the purpose of entry: tourism, business trip, treatment, study, visit to relatives, etc.
